Born in 1923 in Kiev, Pirogov was of the same generation as other Socialist Realist Arkadi Soroka. Viktor Pirogov was also active in Vinnitsa, Ukraine. One of his most important shows was the All-Union Art Exhibition in 1949 alongside Nikolai Bazilev. The Union of Artists created by the USSR served the Soviet agenda by evoking nationalistic pride. The Union itself functioned to improve artistic skill and excellence while financing creative endeavors like the All-Union Art Exhibition. Pirogov specialized in portraits and thematic pictures that promoted national pride.
